The following checklist reflects the 2006 edition of the International Residential Code.
NOTE: This document is not intended to include all the code regulations and changes in the 2006 IRC. This list is provided to give you a list of the items normally checked by building inspector; it is not all-inclusive. Please use this list only as a guide; it does not replace the codes. It is the responsibility of the licensed contractors, owner builders and the subcontractors to insure that their work is in full compliance with all applicable codes and ordinances.
Inspection Procedure:
The following sequence of inspections is enforced by the City of Easley. It is the responsibility of the contractor to contact the Planning & Development department to request an inspection. We request at least a 24 hour notice for inspections. Please have your permit number, 911 Street Address and type of inspection when calling for an inspection. This office reserves the right to charge a re-inspection fee for any inspections that are not ready when they are called in to the office. It is the responsibility of the contractor to provide access and means for inspections. Work should not be done beyond the point indicated in each successive inspection unless approved by the Building Inspector or Building Official. No building shall be occupied until all inspections have been completed and approved and a certificate of occupancy has been issued.
Footing Inspection:
- When the footing/foundation is complete, call to schedule an inspection before concrete is poured.

Plumbing Under Slab:
- Plumbing test should be on with fittings exposed. This inspection can be done in conjunction with the footing inspection, but you must request it when scheduling your footer inspection.
Slab Inspection:
- Call before you pour for this inspection. Click here for more details regarding the slab inspection. Although not an inspection at this time, information regarding foundations is provided as a courtesy.
Rough-In Inspection:
- This inspection is made prior to the installation of insulation or sheetrock. The house is dried-in, framing, HVAC, plumbing and electrical should be roughed-in at this time.
Insulation and House Wrap Inspection:
- This inspection is made after the installation of insulation but before the installation of sheetrock. The house must have passed all rough-in inspections prior to insulation install.
TPP:
- This is the Temporary Permanent Power inspection. This inspection is done after all dry-wall is up and at least one dedicated circuit completed with ground fault receptacle, meter can be installed with 2 ½ inch conduit at least 18 inches below grade, 2 copper ground rods installed at a minimum of 6 feet from each other.
Final Inspection:
- This inspection occurs prior to occupancy. The building is complete at this stage with all code issues addressed. A Certificate of Occupancy will be issued and you may pick the same up at our office on the day after the inspection. If you have an emergency and need this C of O on the same date, please let your inspector know.
IMPORTANT NOTES TO CONTRACTORS:
- Do not block streets or fire hydrants with construction vehicles!
- Lot #’s and the permit card must be posted on all lots so that the inspector can tell where the lot is.
- On a final and rough-in inspection, a contractor/subcontractor should be on the job site if at all possible. This is to allow the inspector to speak to someone should he have a question concerning the job.
- An inspection sheet will be left on the job site stating whether or not the inspection passed.
- Construction sites are to be kept clean from mud and debris being deposited onto the streets; silt fences and graveled drives should be maintained to prevent mud from entering streets and neighboring yards.
- Inspections require a 24 hour notice. It is the intent of this office to schedule inspections within 24 hours of phone call, if time and scheduling allows.
- A re-inspection fee of $60.00 (1st), $75.00 (2nd), and $100.00 (3rd and ongoing) may be charged for inspections not ready when they are called in.
- Final Inspections need to have everything completed (including landscaping) before a Certificate of Occupancy will be issued. No furnishings can be moved into the structure until the Certificate of Occupancy is issued. A fine of up to $500.00 per day (City Ordinance 150.20 and 150.99) can be issued for violation.
